You can only edit Advice Options and Advice Reasons belonging to you or your company (assuming you have the necessary admin privileges). For further information on what different user roles can and cannot do within an account click here. 

Having said this, all users can edit the wording of all selectable options (irrespective of who they are owned by) within a step, for a given report. You'll find more information about this here.
