Yes and no.... When you select an option in a step, it moves into the select option list at the top, and the options display here in the order you select them. This is also the order the options will come out in your report. You should therefore select the options in the order you want them to appear.

Currently, there is no way to change the order of the selected options without unselecting and reselecting the options again in the order you require. However this is something we are working on so please watch this space!
