Yes and no. Sorry but you can't change the order the Advice Options and Advice Reasons are displayed in the section wizards, but you can change the order they are displayed in your reports. 

When you download the report to Word, you'll notice that the Advice Options and Advice Reasons are displayed in each report in the order you select them in the step.
